Scott Sander, who farms near Outlook, Sask., has pleaded guilty to charges stemming from dead and starving cattle found on his farm in 2009.Sander has been fined $3,000 and told to pay a $1,200 surcharge for causing or allowing animals to be in distress.Frances Wach, Saskatchewan SPCA executive director, said the case came to light when an animal protection officer, acting on a tip, found about 200 cattle in poor condition. He also found about 20 carcasses in sloughs on the property.On March 2, 2009, a veterinarian concluded the animals were underfed and underwatered during the severe winter.The remaining cattle were seized and assigned a caretaker.“We rely on concerned citizens to contact us if they believe an animal is being neglected or abused,” said Wach.
