Most of Saskatchewan has normal moisture conditions for this time of year, except for eastern regions where it is wetter than normal.

The Water Security Agency released its conditions at freeze-up report Dec. 10.

It notes that the Pipestone, Qu’Appelle, Assiniboine, Red Deer, Torch and Carrot River basins are all above normal.

Although it was a dry spring and early summer and precipitation was well below normal, rain in late summer and fall was above normal, leading to the existing conditions.

As of Oct. 26, topsoil moisture was generally adequate across the grain belt except in the northeast and parts of the east central region where conditions are considered surplus. Rain and snow in early November has added to surplus conditions in the area.

Forecasts for the coming winter suggest precipitation will be below normal. The WSA will issue its first spring runoff outlook in early February.
