  • Continuing the Conservation Reserve Program, which pays farmers to take some of their land out of production.
  • Increased flexibility for wheat farmers to plant alternative crops and still be eligible for subsidy payments.
  • Managing export programs so ending stocks do not exceed 15 percent of the previous year’s total disappearance.
  • Allowing farmers to set aside up to 10 percent of any year’s gross income, with a tax deferment, to be used as income in bad years.
