Global Markets: House of Commons to debate Emergencies Act declaration

WINNIPEG – The following is a glance at the news moving markets in Canada and globally.

– Canada’s House of Commons will debate for the second straight day on Thursday before voting on which measures to use from The Emergencies Act, which was in effect since Monday. Prime Minister Justin Trudeau formally tabled its declaration of an emergency in the House of Commons Wednesday night. The Act would allow law enforcement to have expanded powers such as prohibiting travel to certain areas and banning minors from unlawful assemblies. While both the Conservatives and the Bloc Quebecois said they will vote against the motions, the New Democrats will vote for it unless they consider the Act to be an overreach.

– Ontario, British Columbia and Prince Edward Island are all lifting some COVID-19 restrictions beginning on Thursday. In Ontario, businesses which check people for vaccination status can operate with no capacity limits, while social gatherings can include 50 people indoors and 100 people outdoors. In B.C., restrictions on personal gatherings and capacity limits were lifted, but the vaccine card program and indoor masking are still in place. In P.E.I., capacity limits for businesses and caps on gatherings have been eased.

– United States Secretary of State Antony Blinken will speak at a United Nations Security Council meeting on Thursday regarding tensions between Russia and Ukraine. The council will discuss the Minsk agreements endorsed in 2015 which aimed to end fighting between the Ukrainian army and Russian separatists in the east of the country. Bart Gorman, the deputy chief of the U.S. mission in Russia, was expelled from his post in Moscow according to the U.S. Embassy. Russia has veto power in the Security Council.
