The federal government rail freight review panel says the railways should be given until 2013 to find commercial solutions to ongoing freight service problems.If it doesn’t then the government should step in with new regulations or legislation to ensure service improves.The panel, under the leadership of Walter Paszkowsi, was one of eight recommendations made in a 96 page interim report released today.The review was announced in May 2007 as the government’s response to years of complaint about poor rail service.The three-member panel was appointed in September 2009 to review background data and analysis prepared in Phase 1, and make recommendations.The report is generally sympathetic to complaints by shippers about poor service and its recommendations put most of the onus on the railways to come up with better ways of doing things.The Western Grain Elevator Association criticized the panel’s report for putting off any definitive action until 2013 at the earliest, calling it a “wait and see” approach.
