Buckingham reappointed chair of Canadian Agricultural Review Tribunal

Agriculture minister Gerry Ritz is reappointing Lloydminster, Sask., native Donald Buckingham to a second term as chair of the Canadian Agricultural Review Tribunal.

The experienced lawyer raised in Ritz’s northwestern Saskatchewan riding was first appointed chair of the tribunal in 2009 by the minister.

His new three-year term begins March 31.

Buckingham has worked as a law professor at three universities including the University of Saskatchewan, acted as a lawyer for Agriculture Canada and worked as a consultant on agricultural policy and regulatory issues in Saskatoon and Ottawa.

Conservatives call for approval of emergency strychnine use

The CART is a low-profile quasi-judicial body that has the power to impose fines and oversee a broad range of industry regulations.

According to its website, CART “operates in a court-like fashion to hear cases brought by persons who have been charged for bringing animal or plant products into the country without permission or where a producer, transporter or handler of animals or plants in Canada fails to meet set standards for humane transport, animal identification and disease prevention.”

The Agriculture and Agri-Food Administrative Monetary Penalties Act, through its regulations, establishes violations for more than 500 regulatory infractions currently outlined in the Health of Animals Act and the Health of Animals Regulations, the Plant Protection Act and the Plant Protection Regulations and the Pest Control Products Act and the Pest Control Products Regulations, according to the website.
