With failure staring them in the face, Quebec separatists are launching a new marketing strategy, reviving the old concept of “sovereignty-association.” They want to offer their voters the best of both worlds – more independence but continued access to all the benefits of economic union with the rest of Canada. That idea didn’t fly in the 1960s and it won’t fly today. Most Canadians are willing to make sacrifices for the future of their country – not some awkward one-and-a-half-country deal that would be doomed to fail.
